The Senate will convene at 10:00 a.m. and will resume consideration of S. 1642, the Higher Education Reauthorization bill. There will then be 10 minutes each for Senators Kennedy and Enzi.

Upon the use of that time, the Senate will proceed to vote in relation to the following items: the Kennedy amendment No. 2387 to Coburn amendment No. 2369 (Lobbying); the Coburn second degree (Lobbying), if offered; the Coburn amendment No. 2369 (Lobbying), as amended, if amended; and passage of S. 1642.

Following the disposition of the Higher Education bill, the Senate is expected to begin consideration of H.R. 2638, the Homeland Security Appropriations bill.

The Senate is expected to recess from 12:30 p.m. until 2:15 p.m. to allow for the weekly caucus luncheons.
