The Senate will convene at 9:30 a.m. and will be in a period of morning business for 60 minutes, with Senators permitted to speak therein for up to 10 minutes each with the Republicans in control of the first half and the majority in control of the second half. Following morning business the Senate will resume consideration of H.R. 2638, the Homeland Security Appropriations bill.
